If I use Elsa – Spirit of Winter’s ability Deep Freeze to exert 2 characters, can they be readied with Fan the Flames on their next turn?
Yes. Deep Freeze only keeps characters from readying during the Ready step of their next turn. It doesn’t keep them from being readied by Fan the Flames and similar abilities.
